Fran Davis, Executive Director

20 years of service

I joined the Oaks team in 1995 as a C.N.A. on the Skilled Nursing Floor where I was awarded 1998 C.N.A. of the Year. After owning and operating a cleaning business with my Sister and holding a brief position at a local pharmacy I returned to The Oaks as the Assisted Living Administrator in 2004. I held that position for 15 years until accepting my current role as Executive Director in June of 2019. I originally came to Florida from New York with my then 5 year old son Michael. Today I am the proud mother of 3 sons; Michael, Anthony, & Christopher as well as 3 beautiful grandchildren. When I'm not working with our seniors, I enjoy spending time with my family, and gardening.

Alvin Bullard
Skilled Nursing Administrator

Hi I’m Alvin Bullard Originally from Miami Florida I started in the healthcare field in 1995 and upon obtaining my Nursing Home Administrator license I came to Tampa in 2012. This is my second tour of duty with the Oaks of Clearwater and I’m very thankful for the opportunity to be a part of this awesome team. My wife (Berthena) and I have 5 daughters, 11 grandchildren and 4 great-grandchildren. We like to take get away vacations, watch movies and attend her high school, Miami Northwestern, football games. I enjoy working out in the gym to relieve stress and to improve physical fitness. In 2017 I started running in Directions for Living Peanut Butter Jelly 5K run and/or walk!

Joe Burke
Dining Services Director

I was formally trained in culinary arts at The Pinellas Technical Education Center (PTEC). I have over 30 years’ experience in the hospitality industry. I've been working as the Dining Services Director for TJM properties for over 14 years. I have a passion for culinary arts and has great results in resident satisfaction. Outside of cooking I enjoy fishing and spending time with my granddaughter.

Anita Moriarty
Activities Director

Hello, I have been an Activity Director for about 24 years now and have spent the last year with The Oaks! I have my BS degree in Health Administration from the City University of New York and my National Certification as an Activity Professional. I grew up in New York City and lived in Connecticut for 15 years. Courtney and Kelly are my 2 daughters.  I have been living in Pinellas County for the past 6 years. When I am not working, I love to play tennis. I play about 3 times per week at the McMullen tennis complex in Clearwater. Last year my doubles partner and I made it to the Ultimate Tennis finals in St. Pete! I also like to draw, paint and sketch so I really enjoy teaching painting with a twist to the fabulous residents at the Oaks!

Nina Voeller
Caring For Seniors Director

33 years of service

I have devoted over 30 years of Nursing to the Senior Living Industry. My primary focuses are staff development, customer service and resident outcomes. My current role at The Oaks is management of our “Caring for Seniors” programs. We offer a variety of companion and nurse registry services to our residents. The primary objective of these programs is to provide support services specific to the individualized needs of our residents in an effort to retain them at their highest level of independent function. My family and I have resided in Crystal Beach for 22 years. In my spare time, I enjoy boating, swimming and playing pickle ball!

Brooke Lootens
Human Resource Director

Hi - I began my career with The Oaks of Clearwater in 2006 working in our Health Center as a C.N.A. In 2008, I was promoted to the Staffing Coordinator Position where I was responsible for meeting the staffing demands for the Health Center. In December 2011, I advanced to the Human Resources Director position. The HR Director guides and manages the overall provision of Human Resources services, policies, and programs for the entire community. The major areas of focus are: Recruiting and staffing, employment and compliance to regulatory concerns, employee orientation, development, and training, policy documentation, employee relations, company employee and community communication, compensation and benefits administration, employee welfare, wellness and health & payroll - just to name a few! I was born and raised in South Bend, Indiana. In my spare time I enjoy spending time with my family and friends, supporting the Tampa Bay Rays, and relaxing in the sun!

Marina Sanchez
Memroy Care Coordinator

Hello I'm Marina Sanchez and I am the Memory Care Coordinator for the 3rd and 4th floor! I have two beautiful children and have recently moved to Tampa, FL. I am originally from Cleveland, OH. In my spare time; I enjoy reading, walking, being outdoors and in the comfort of nature. I graduated from Grand Canyon University with a Master of Science in Health Care Administration and have been in the senior living sector since 2006. My healthcare journey started out at a young age helping my parents care for my grandparents. It was then that I grew passionate about healthcare and Alzheimer’s disease; and I look forward to sharing my compassionate heart with every individual I serve.

Wanda Lenoir
Central Services Manager


I'm originally from Baton Rouge,Louisiana. I'm a widow and the mother of 4 kid’s - three boys and one daughter. We moved to Florida in 2012 but I've worked in the hospitality industry for over twenty years now and spent a lot of time working for Marriott hotels. I started at the Oaks in November of 2018 as the Central Services+ Manager and have enjoyed every day working here. My role is to support the Plant Operations as a whole and ensure the residents have a clean & safe environment to enjoy!

Steve Bohlen
Plant Operations Director

Hello there - I oversee the Plant Operations at The Oaks of Clearwater and assist with the same tasks at a few of our sister communities as well. Plant Operations includes Maintenance, Security, & Transportation but can expand to many other areas on any given day! I enjoy working with Seniors and have been in the Industry since 1985 and have been an owner, partner and developer with TJM Properties throughout my career. I've helped construct over 15 communities from the ground up! I'm a fun-loving guy and always have my cowboy boots on ready to put in a good days work!
